Councilman Mark Madary, whose district includes Arabi, said he saw some encouraging signs. “It was uplifting to see people cleaning out their homes,”he said. “The rebirth of St. Bernard depends on people coming back. And like childbirth, it ain’t always going to be a pretty sight.”
